The doc feature and examples features were still 3.0.0 while having 
associations with 3.0.1/3.1.0 content. If the releng javadoc was working 
the doc plugin would have 3.0.1/3.1.0 content so we already have 
3.0.1/3.1.0 content (in principle).

I've therefore bumped the version number to 3.0.1/3.1.0 on the examples 
and doc plugins and doc feature. The increased examples plugin version 
ensures that the examples source feature version changes.
