I like the Modisco approach with versions for both updates and drops.

If there are no versions, then 9.0 is updating 3.0, 4.0, ... site.xml 
and no doubt formats/tools change so the update may malfunction. 
Separate versions only need the composite site builder to work.

Also separate versions avoids confusing users of 8.0 with names that 
were removed after 7.0; we've seen how confusing emf.ocl has been.
