[mdt-ocl.dev] MDT/OCL Project Scope

Hi

For those not subscribed to modeling-pmc, I have requested a broadening 
of the MDT/OCL scope to include
- OCL editing
- code generation from OCL
- interactive OCL evaluation

+1's from Sven and Ed so far.

Seems we need to do a restructuring review to satisfy Eclipse processes. 
Should be straightforward once we can find the original MDT/OCL project 
proposal.
