[mdt-imm.dev] Commit rights for David Carlson have been expired

Kenn Hussey has expired the commit rights for David Carlson (dcarlson). 
The reason for this change is:

It's been nearly two years now, and we still have no code in CVS. I'm going
to look for other parties willing/able to contribute to this project. If
unsuccessful by the time Helios is released, I will hold a
continuation/termination review.
