Adding a corporate proxy fixed the problem for me.

I just tested the same and it worked for me. I had to change the proxy settings to use our corporate proxy, but afterwards I was able to see the content of the update site and update.
Could it be that there were some temporary network issues for you?

Using the archived update site works.
