Hi Bernd, I've figured this out.  The problem here is that Sven  
Efftinge is not
subscribed to the list with his committer email address.  Therefore  
the initial
emails, (which are sent as the nominator because of community requests that it
not come from portal-noreply) were bounced from the list.  The votes which are
successfully reaching the list are from people who are subscribed with their
committer email addresses.  There is not currently anything we can do about
this, unfortunately.  There are several other bugs open about requiring people
to be subscribed with their committer address.
