That repo works for me. As Igor said, check if you don't have a firewall issue

https://www.eclipse.org/m2e/download/ lists a bunch of p2 update sites. They are meant to be used in Eclipse, not viewed from a browser (where they'd 404).

 

What update site exactly is failing for you?
