You don't need to start from scratch, take a look at Maven 3.0.2 runtime 
embedded in m2e-core:

http://git.eclipse.org/c/m2e/m2e-core.git/tree/m2e-maven-runtime

I imagine that setting up dependency versions correctly might be a 
tricky business :)
