I also found out that Eclipse needs to be run under a JDK (rather a JRE) in order to use the idlj-maven-plugin. The plugin by default uses the Sun's idlj compiler (available in JDK).

Yes, m2e uses the java context of Eclipse... so, to resolve a POM dependencce linked to a specific JDK, the JDK is required to start Eclipse... restricitive use case ! Why you do not use the java preferences ?
