Probably not, at least not in unless somebody provides a good patch.
First, this will still be a hack and I'd rather wait for a proper
permanent solution in Maven core before implementing anything in m2e.
Second, maintaining classpath order during project configuration update
is not trivial or even not possible because m2e has to merge entries
derived from pom.xml with custom entries entered by the user.
