This could be an instance of this bug in p2:

[ui] composite children prevent explicit repo addition ("Duplicate
location" when adding update site)
Is there a chance that any other repo in your list includes the site
you want to add? Candidates are e.g.. the releases/indigo or
releases/juno repositories. You might look into the repos you
have configured if some of them also list m2e.
