Another possibility to check, in Eclipse:

Help > About > Installation Details

Is the duplicate install one of the root entries?   Is the version the same?

When Eclipse is started directly, m2e is expected filter catalog items
that are already installed, so please open a bug report if observed
behaviour is different. FWIW, everything appears to work as expected
when m2e-android is installed from m2e discovery catalog.

When Eclipse is started using PDE launch configuration, then m2e is not
able to determine what's installed reliably and will offer installation
of features that are already installed.
