[m2e-dev] changes to m2e download area layout

I would like to propose changes to m2e download area [1] that I believe
will allow us manage m2e contributions to release trains and provide
release to the users little easier.

Unless there are any objections, I will create directory structure for
milestones/1.0 builds as soon as I have RC4 candidate build (hopefully
soon today) and will remove earlier builds soon after RC4 is declared.

Any comments, concerns, suggestions?
