[lyo-dev] Updates to Lyo Contributor Guidelines/Process

Lyo is starting to see contributions from several new folks.   This is great news.

To make sure our contribution process is clearer, I've updated the Getting Started page for contributors:  http://wiki.eclipse.org/Lyo/ContributorsGettingStarted

There are a couple of new things which new and existing contributors and committers should take note of:

1.  Non-committers still need to assert  "I wrote all this code, have the rights to contribute it to Eclipse and contribute it under the EPL and EDL" in the Bugzilla when they contribute, even when using Gerrit.   See:  http://wiki.eclipse.org/Development_Resources/IP_Due_Diligence_for_Git_and_Gerrit

2. Lyo is going to start enforcing the use of "Signed-off-by" on commits.   This will assert that you are making the contribution according to the terms of Eclipse.   I've created a new section in the guide on the requirements for valid Lyo commit messages:  http://wiki.eclipse.org/Lyo/ContributorsGettingStarted#Requirements_for_Lyo_Commits

The goal here is not to add extra work, but to ensure Lyo remains in strict compliance with the Eclipse IP process.
