[lyo-dev] Proposed Lyo/Licenses page in the wiki to explain dual-licensi

Hi.

I'm not sure there has been any public explanation about the use of dual
licensing in Lyo, and this is probably a particularity wrt the rest of
Eclipse projects, so I initiated http://wiki.eclipse.org/Lyo/Licenses,
with, I hope, enough disclaimers.

I hope I haven't misunderstood things, and it reflects the policy of the
project.

Please review and fix as needed.
