Actually, I think that copyright header is just fine the way it is. What's needed is to improve the documentation so we have fileheader templates for the other licenses (BSD, ALv2, etc.)
Understood, it is straight forward to adapt (as each license has an example). 
Q: When working under the LocationTech banner, do we need to engage the
language around "redistribution of Eclipse.org content"
As I stated above, I think that the answer is 'yes', as the Eclipse Foundation is the legal entity involved here.
Okay so that is two answers (indeed you answered this when you confirmed that LocationTech was not a legal entity)...

A1: Right now I will engage the language around redistributing eclipse.org content, since Refractions is doing the distribution
A2: When uDig is part of LocationTech, I will change it back, since the content will be distributed by the legal entity "Eclipse Foundation"
I hope that all makes sense, and is helpful.
