[linuxtools-dev] Commit rights for Andrew Overholt have been expired

Alexander Kurtakov has expired the commit rights for Andrew Overholt
(aoverholt).  The reason for this change is:

On request by Andrew I'm removing his commit rights. 
As he is the person that created the project and looked after it till it
become a successful project promoting him to Committer Emeritus is the
minimum he deserves.

To honor Andrew's contributions to the project, Alexander Kurtakov has
nominated Andrew for Committer Emeritus status.
