I think you are referring to the initial startup and I too have noticed
this.  At EclipseCon I spoke with some Igor from the Tycho project and
he said there's some part of p2 that isn't using a cache so it's hitting
the repos each time.  It sounds like they're aware of it and are trying
to find a solution.
