Technology projects are given a single top-level CVS or SVN module - in your case, org.eclipse.linuxtools. Underneath that you can create as many sub-modules (sub-directories) as you'd like. While this isn't an ideal solution (because we all want more top-level modules because it's easier to organize our projects that way) it lowers the infra support costs (by being consistent). In other words, its one of those open source tradeoffs of moving work from the center (IT) to the leaves (you)! That's probably more justification than you wanted to know, but now you do :-)

That's okay.  What's more important for us at this point is the creation
of the new module that Ben asked for:  org.eclipse.linuxtools.packaging
