In my conf file, I had to manually add a child to the aspects element:

<targetModelElements href="">

also, for my aspectInstanceType, after I had my conf file complete, I changed the href attribute from a file reference (of ecore in my project) to a namespace reference e.g. href="" file's epackage ns uri]#//[eclass in ecore file's epackage]"
