Config methods should throw checked Exceptions instead of IllegalArgumentExceptions in case of invalid values

I added your proposal to the 5.0 plan here

I propose we start working on 5.0 after we released 4.10 in December.

Please create Bugzilla entries for this in both JGit and in EGit. Can we
mark such “5.0” work somehow in Bugzilla?

Maybe it is obvious to everybody, but I would like to point out all the
same that this should be coordinated with EGit. In JGit 4.9.0, we
added TypedConfigGetter and in EGit the ReportingTypedConfigGetter
to catch such errors, log them, and then continue with default values.
(The reporting is in EGit only because in JGit we could log only through
log4j, and then we would need a bridge between log4j and the Eclipse
OSGi log in EGit, which we do not have.) See changes
