Thanks Mark.  I think I figured out the issue though.  I noticed that CircleCI has the following .gitconfig

ubuntu@box128:~$ cat .gitconfig
[url "ssh://git@xxxxxxxxxx:"]
    insteadOf = https://github.com

I think JGit is picking this up and using it to translate the GitHub URL in my test.

I am assuming this is due to the environment in CircleCI but I could not find any documentation for JGit as to when this URL transformation might occur.  Can anyone provide any insight as to which situations would cause this?
