It may be some network element between client and server (e.g.
routers, load balancers, proxies) and perhaps also Windows
antiviruses.
Can you exclude those ? Is it a direct connection through a switch ?

Both apps are on the same server in all cases, and the one uses localhost to access the other. As far as I know there's nothing in between to interfere - but I can double-check.  Anything specific on Windows or Linux I should look for? Thanks.
