True, and this did not changed in 3.1as well (legacy is hard to overcome...). Then we could separate the initial proposal in two parts. The response related code part can remain ISO-8859-1 encoded.

But what about <?xml version="1.0" encoding="ISO-8859-1"?> in the XML header that merely defines the XML file encoding and is not related to the repose/request Servlet API?
