I moved it into it's own module to prepare it to be removed sometime
in the future.

But if cometd 3.0,  wants to take it on now, then I'm happy to have it
out of jetty-9.  But the issues is package renaming.

It may be simplest just to keep it as a little deprecated module in
jetty-9 (even though it is not used by jetty-9 at all) and remove it
in the 9.1 time frame?

I think we have to defer to cometd eitherway.
