Hello JDT devs,

Andrey has reviewed Bug 543363 and the suggested solution in https://git.eclipse.org/r/#/c/152535/:

Bug 543363: Provide better error messages when -data not specified

By pulling the formatter app into a new bundle, we can have a little
more control on when the resource plug-in is loaded. This implementation
can handle -help and missing -data without needing a workspace first.

Andrey has asked that I send an email to the mailing list for review before he merges it.
