I can answser a couple of these.

The reorganization of tabs simply means that, particularly in the Java case, we will re-arrange how various widgets are layed out on the various tabs.  For instance, the JRE-related information will probably be moved to its own tab, insteading of sharing space on the Environment tab.  There are several things like this that could improve the overall appearance of the tabs.

One of the main reasons tab groups were created was to allow them to override default values, so the sort of thing you suggest should be possible now.
