I am not sure of the issue, but when I
first tried, this patch did not install into I20160301-1230 SDK. 

I hope it is something simple. I say
that because it turns out I20160301-1230 is one of those builds where the
version (qualifier) if the feature does not match that of the build or
the branding bundle due to a Tycho/JGit bug (See Bug 486783- Feature qualifier not computed correctly ).

But, I hope something simple. 

I will update bug Bug 488967 with findings and hope to start
another patch build in a few hours.
