The process to set the Target Milestone
of a DUPLICATE has changed:

To summarize, the Target Milestone of
a duplicate should always be the same as the original bug.
If this Target Milestone is different
than the current milestone, "To be verified for 3.4M6" must be
added to the Status Whiteboard.
