[jdt-core-dev] PR waiting for information should state contact must reopen defect for further consideration (REMIND) 
After we ask for more information, we should state that we expect contact
to reopen defects (since usage is quite new).

Something like:
   Once more information is available, please reopen the problem for
further consideration.
