[jdt-core-dev] Internationalization contribution

Hi, we're working on some some code for better internationalization warnings in the Java compiler that we'd like to see incorporated in 3.0. What's the process for this - anything better than opening a bugzilla with the details and uploading a patch? (We're currently working off the 2.1.0 code base due to its stability.)
