[january-dev] Documenting branch & release procedure

Hi all,

I have started documenting the branch and release procedure on the
Eclipse January wiki:

I will endeavor to follow it to the letter, (and therefore update it
to ensure it matches what I am actually doing). There is more stuff to
add as we go through the 2.0 release cycle.

Any feedback is most welcome.
