The user story that Working Sets aims to address, isn't it better served with different workspaces and/or nested projects?

No. Nested Project are Project Explorer feature, not available by default in language perspectives. Workspace as working set introduce lot of windows when you have to do switch due client call. In general in web when you often have lots of opened projects (website, mailing, deamons, helpers, blog * the number of authorities), it’s simpler to keep project list per-company.

Working sets also allow you to filter ctr+alt+r / ctrl+alt+t / mylyn tasks via one simple operation , off course if  you know howto configure it.
