Right now we're using 0.9.0 as the target version. We can not use 1.x until we graduate from incubation.

Regarding the project plan and many other info:
1. Go to: http://www.eclipse.org/iam 
2. Click the "About This Project" link. This page is a summary of all the information managed automatically (svn repos, mailing lists, committers, project plan...)
3. Near the bottom is the project plan

Please take a look at those pages and be familiar with them. They are the "standard" resources that our community will check.

It takes a lot of effort to keep them updated, so if changes are needed, let us know. Most of this info is managed through http://portal.eclipse.org... but I'm not sure if committers can access it or if it is restricted to project leads (Carlos and me).

For example, if the plan is not accurate, let's talk about it and update the plan.
