[hyades-dev] proposed TPTP component/project/commiter matrix

Team, please find a draft document of
the currently proposed matrix of components and projects for the TPTP structure,
along with the commiter assignments of ownership to the components and
plugins in the unapproved drafts document section of the web site. We are
open to any further tuning of the matrix.

This is the structure that will be used
over the next week to review the proposed 3.3/4.0 plan that has been created
by the requirements group.
