[hyades-dev] Hyades defect state transitions

In the interest of standardizing how defects are managed within Hyades, the
commiters have established the following process for defect state
management.  This is most easily described with a state-diagram.  The
commiter team will be using these states to ensure defects are finding a
proper home and not sitting in the NEW state, potentially in the wrong
component.

Before Monday each of the commiters is to do a first scrub through their
defect list to ensure defects are assigned to the proper owner.  Any
defects left in NEW state will be discussed on the call in order to find
them a proper home.
