[hyades-dev] Latest Datapool APIs as reviewed in today's test model meet

This API was approved in today's test
model meeting, with two small exceptions.  Parameters named recordIndex
in org.eclipse.hyades.execution.runtime.datapool.IDatapoolIterator will
be renamed to variableIndex, and Kent & Andrew Hoppe will propose an
initialization method for iterators to accommodate data such as seeds for
pseudo-random number generation.  Excepting these two changes, and
barring any addition feedback from this e-mail, this is the API we'll be
implementing and dropping for datapools in Hyades 1.2
