The data collection group has some minor changes to drop this week.

Addition of 'Service' support on Windows
We have added an additional binary to the data collection engine to allow
it to be run as a service on a Windows machine.  The data collector can
still be run as an application just as it had previously and this is an
additional capability.  The benifit of having this run as a service is that
you can configure it to startup automatically when the operating system in
booted.

Minor fixes
There were a couple of minor fixes that needed to be added to the logging
code.
