Ok, I added it to Hudson 3.2 Plugin Central. You should see it if you look at Available plugins in Hudson.

The "wiki" isn't very detailed. How is this different than the standard node labels feature?

I tested it with Hudson 3.2.1 only but have used no new APIs.
