for Lucas Panjer's full Committer status on the technology.hudson project.

The PMC's comments were: We've rolled back my previous veto (hopefully
returning the election to a viable state). Lucas is one of initial
committers in the project proposal. I can see--in retrospect--how Winston
and Geoff's comments are basically stating this, but that's not how I
interpreted it initially. He was not provisioned along with the project,
and so a follow up election serves to fix that. There is further discussion
