The Cloud Selector will only return a PPID if the RP requests it.
This can only be done with Method 1 or Method 3 described here:
http://wiki.eclipse.org/Cloud_Selector#Requesting_an_i-card

Which one of the modes did you use to make a request, and did you use a p-card or m-card?

If you send only a simple authentication request (without AX / SREG), then the Cloud Selector will not return a PPID (and not even ask the user to select a card), but rather authenticate the OpenID identifier itself.
