+1 - I would strongly endorse Alexander as a committer for Higgins. He has been a very significant contributor over his tenure with this project.

given enough time to vote, even if they do not do so (defined as at least
one week). Alexander Yuhimenko must receive at least three +1s and no -1s
for a successful election.
