[higgins-dev] Higgins 1.1 M4 build update

hi All - update on M4 build status. Given there is more work to be done to complete support for SOAP 1.2 and WSTrust 1.3 as well as a couple of additional bug-fix requests for this build, we will push the M4 build target date out another week from this Friday (19-Sep)  to next Friday (26-Sep).

If M4 candidate issue owners would also please go through their list of issues and update accordingly based on this revised target build date.
