[higgins-dev] Tool to localize strings

Following up on a request from the Higgins dev call last week.  Prakash Mallick supplied the link to the instructions for using the Eclipse IDE for identifying strings and moving them to a properties file.  There is a built in IDE utility for identifying strings, replacing them with keys, and moving the strings to a property file, "Source->Externalize Strings".

This tool was not used to localize the strings in IdAS and the JNDI CP.  But at the very least, the tool can be used by developers to identify strings that need to be localized and to check for new strings that have been introduced, once the localization is complete.
