[higgins-dev] Proposed "intro text" at the top of the Higgins page

Hi Mary,

I see that you¹ve updated the ³tag line² here: http://higgins-project.org to
³Open Source Identity Framework² as per the outcome of the higgins-dev call
yesterday. Thanks for that.

In addition it was suggested that we add an ³intro² block of text above the
I-Card section to provide some further context. Here¹s some suggested text:

Higgins is an framework that enables users and applications to integrate
identity, profile, and relationship information across multiple data sources
and protocols. On top of this framework is an app that helps you manage your
identities as a set of visual Information Cards.
