RE: [higgins-dev] Web site improvements

Couple of nits:
- Can we change the formatting to use real HTML bullets, indentation, or
maybe the std table layout, etc.
- We might want to replace "Higgins Volunteer Opportunities" with "Volunteer
Opportunities" and replace "Higgins Community Resources with "Community
Resources" (the "Higgins" has already been said in the title "Higgins
Resources")

information added so all the community tools are accessible in one place:
Volunteer information
A link to the Higgins Committers and Contributors Wiki page
A link to the head of the Higgins wiki.
