Question regarding the semantics of the param "policy" in method 
parsePolicy.
is that the string value of the entire HTML <OBJECT> or only the value of 
<OBJECT>/<PARAM>/@value for 
<OBJECT>/<PARAM>/@name == "requiredClaims"?
