[higgins-dev] Two downloads pages issues

Issues:
  
1) in row A click on "downloads" . it brings you to
http://www.eclipse.org/higgins/ver2/downloadsnew.php?loc=downloads/hbx  

Problem: page is empty

2) in row B click on "downloads" brings you to 
http://www.eclipse.org/higgins/ver2/downloadsnew.php?loc=downloads  

Question: shouldn't it bring you to 
http://www.eclipse.org/higgins/downloads.php ? 
I'm confused about the difference between these two "master" downloads
pages.
