[higgins-dev] new wiki templates

To make life easier, there are now some wiki templates we can use to construct tables on the Components page as well as the CVS instructions pages.

http://wiki.eclipse.org/Template:HigCompTblHead starts a new table on the Components page
http://wiki.eclipse.org/Template:HigCompTblSec starts a section heading in a component table
http://wiki.eclipse.org/Template:HigCompRow adds a row to the table
