Hello Jim,

I followed Sergey's request to change this. He said we should have a "common way" to obtain a context ID.
If someone needs to build a context ID directly from a URI or File, I'll change it back again.

A number of these methods have had their public access modifiers removed.  This caused the jndi cp test to stop building.  Do you want callers to only call fromString or fromStream now?
